Where have we seen verse 15b quoted in the Old Testament? To whom was the good news delivered, and in what context? Paul’s central concern in this passage is Israel’s unbelief in the Messiah. Can Israel defend itself by saying, “I didn’t hear that”? According to Paul—and the Psalmist (cf. Psalm 19:4)—the inclusion of the Gentiles into God’s people is meant to stir jealousy in the hearts of Israel. What are the stumbling blocks, or perhaps the genius, of this divine design?
